The Latest
Kansas Wants to "Scoop and Score” the Chiefs
The state of Kansas is preparing to make the Chiefs, and potentially the Royals, an offer to build new stadiums across the state line.
This comes on the heels of the failed vote in Jackson County to extend the 3/8-cent sales tax and renovate Arrowhead Stadium.
The proposal from Kansas to the Chiefs will be official on July 1st, and the Chiefs will have one calendar year to accept the offer.
The Kansas proposal, led by Representative Sean Tarwater, proposes financing the building of a stadium and other facilities through the Kansas STAR Bonds.
STAR Bonds allow the state of Kansas to issue financing for the projects. Then, the sales tax from the stadium and surrounding developments goes towards paying off the bonds for the next 30 years.
Under this proposal, no new sales tax would be imposed on Kansas residents.
Investors would buy the bonds in hopes that they would get the expected return on their investment.
One point of contention with the proposed plan is that the STAR Bonds could finance up to 100% of the project. Previously, STAR Bonds in Kansas have not surpassed 50% of the cost of a project.
Some worry that if the bonds financed 100% of the project, the sales tax revenue would not be enough to repay the bonds.
According to Representative Tarwater, the project would be a minimum of $1B.
The project would include a stadium and surrounding commerce. According to Tarwater, the Chiefs would like to build a hotel near the stadium.
Additionally, Tarwater noted that the Chiefs have insisted that any stadium project must contain adequate parking to accommodate the longstanding tradition of tailgating.
Although the proposal is to finance up to 100% of the project, sources have said the Chiefs would still likely put in hundreds of millions of dollars to the project.
Significant lobby and education efforts have already begun and will likely intensify in the coming months on the Kansas side.
Several former Kansas politicians and other unnamed parties have already begun lobbying efforts for the project titled, “Scoop and Score.”
Tarwater noted in an interview with Soren Petro on Sports Radio 810 WHB that Frank White and Missouri “fumbled the ball,” and the state of Kansas is looking to scoop and score the Chiefs.
